Painting Vintage Bikes

I have a 1980's Miyatta which I am tempted to repaint the frame.
There are a few spots where the paint has flaked and there is a tiny bit of surface rust and would like to clean it up a bit.

What would be a good durable paint/clear coat for painting this bike?

I am thinking of a winter project as there is usually 4 feet of snow around here in winter.
