Old NORCO
Could anyone identify this old norco bike? Also in terms of quality, would you consider this bike high or low end during it's time.

The bicycle appears to be an early 1980s Norco Avanti. This is an entry level bicycle an indicated by the stamped dropouts, stem shifters and what apperar to be steel rims. The saddle is a replacement and the stem appears to raised dangerously high, well beyond the minumum insertion marks. I may be able to tell you the exact year from the serial number.

Lots of Avanti...
I have run across quite a few Norco Avanti road bicycles. Some Avantis are very nice but not great and some are very entry level, at best. Though your bike looks to be in great condition, I would have to say that is is close to entry level.
As for the top vintage Norco road bike, that I cannot say. But I can say that the nicest one I have run across to date would have to be a Norco Magnum Special Edition that I presently have in my little collection of high end Canadian road bicycles. The bike is beautiful and the ride is very nice but not to be considered the best I have ever been lucky enough to ride.

Randy: I have a Magnum SE as well - same colour as the OP's Avanti but definitely higher end with forged dropouts, full Shimano 600, etc.
Here's a pic when I first acquired it (for $10 at a garage sale) - since then new bar tape, brake hoods, and a thorough cleanup. As it is my wife's bike, I also did some gear freaking to give her better lower gears (larger rear cog, smaller inner chainring).

Nice bike...
You have a nice SE there and I must admit that I have a bit of a soft spot for the bicycle. I tried to get my wife interested in this smaller framed offering but to no avail. Anyway, someone else is riding the bicycle now and that, at least, is a good thing on many levels.
