Looks prewar to me-- probably 1937-41 era. Try the rear drops or under the bottom bracket for a serial number.

Handlebars look like the "Scout" type you'd more normally see on a ladies bike.

Put tires and a saddle on it and ride it like you stole it?

If it was me, i'd strip it with oxalic acid, paint it all red with the white stripe on the back fender and in the intentations on the hockey stick, relace the rear wheel to a yellow band bendix kick-back and throw some Schwalbe Fat Franks on that bad boy.

I almost did steal it (no really..)

then found out dude that had it was an acquaintance of mine (I didn't know it was his house, as I was in alley)... he gave it to me...

it was a dump save for him... Dog Bless him!

I dig the frame love those lines!!!

yeah too far gone for a restro... gonna strip paint

maybe a 8 speed like my KONA JOE and me and wife have beach cruisers...?

maybe the hubs are the correct period (New Department Made in USA) is what front and rear hub say

maybe it stays a single speed? got the seat post out with little effort...

Looks like a hoot. Try www.thecabe.com for information or www.ratrodbikes.com for inspiration.
Skiptooth chain and rear facing dropouts usually mean prewar. Not always, though. I've got a chainguard like that on my Shelby but it might be a generic thing.

going to find me a frame builder...

have it copied (frame is a 20") made into a 24" frame and run 700c wheels with updated goodies...

totally update everything on the copy...

keep and restore the original for my son

Sounds great. The mountain bike movement started with modified cruisers like this. Scaled up to run on 29ers for a tall guy like you (or me) it would be just dreamy.
