Looks prewar to me-- probably 1937-41 era. Try the rear drops or under the bottom bracket for a serial number.
Handlebars look like the "Scout" type you'd more normally see on a ladies bike.

Put tires and a saddle on it and ride it like you stole it?
If it was me, i'd strip it with oxalic acid, paint it all red with the white stripe on the back fender and in the intentations on the hockey stick, relace the rear wheel to a yellow band bendix kick-back and throw some Schwalbe Fat Franks on that bad boy.

Looks like a hoot. Try www.thecabe.com for information or www.ratrodbikes.com for inspiration.
Skiptooth chain and rear facing dropouts usually mean prewar. Not always, though. I've got a chainguard like that on my Shelby but it might be a generic thing.

Sounds great. The mountain bike movement started with modified cruisers like this. Scaled up to run on 29ers for a tall guy like you (or me) it would be just dreamy.
