Bike Frame Size?

I'll apologize in advance, because I know this topic must have been covered several times before. I am looking at classic/vintage bikes on EBay, which means that I would be buying without testing it out first. Obviously I want it to fit me. What is the definition of "frame size", e.g. 23", 24", 53cm, 55cm, etc? That is the dimension from where to where? Is that the only dimension I should be concerned about, or should I be asking for standover height from top tube to ground as well? For a given frame size, can the standover height be significantly different?
