To bring the thread to a close, here's the finished product:

Probably the easiest refurbishment I've had to do. Only needed to replace the tubes, bar tape, saddle, and add straps to the toe clips. Everything else was clean, polish and adjust. To everyone who chimed in, thanks for the advice. It was well appreciated. Now, on to Westminster!

Whew thats hot. Who finds a pretty loaded tourer at the dump? I'd be tempted to hand build a touring wheelset for it, replace the turkey levers with cross levers, add a set of aero levers, deck it out with a brooks saddle, and sell it as tour ready in the spring for closer to $800. That's just me. I have three tourers in the garage that I'm trying to decide whether to do a simple overhaul, tire, tape, cable replacement, or go the full nine yards and make it ready for a couple trips across China.
