Is a hybrid 50/50 road track frankenset?

I was having adjustment issues which lead me to dis-assemble it. It had 3/16" balls on the top and bottom. I corrected what I thought was the issue and re-assembled but it still wasnt right. Upon re-assmebly I noticed that the fork race wasn't fully seating in the lower frame cup. The upper frame adjusting cup didnt appear to be fully seating onto the upper frame race either.

When it was all said and done I ended up with 5/32" balls in the lower half and 3/16" balls in the upper half.

Pic #1 shows the lower half w/ 3/16" balls. Notice how the fork race doesnt fit fully into the cup.
Pic #2 shows the lower half w/ 5/32" balls. Notice that the fork race appears to fit evenly with the cup.

Pic #3 in the upper half w/ 3/16" balls. notice that the frame race appears to fit evenly with the cup.
Pic #4 is the upper half with 5/32" balls. Notice that the frame race appears to sit well into the cup.

The remaining pics are for ID purposes. Everything says 'Brev' with the exception of the upper frame race which says 'Patent'

Not a wizard, and my head already hurts after reading through it a couple of times. But from what I know:

The lower frame race and the top race nut you have are not Pista or later GS items and should take a 3/16th BB.

There are two different thickness fork crown races for Record headsets and you have the earlier thicker crown race there. Again, this should be 3/16th.

I suppose you could have a Pista fork crown race that would be 5/32, and it would sit deeper in the frame race but it would not match the frame race you have. Would it spin ok, I'm not sure?

If your bottom frame race does not have a <C> in it I suspect this would be why the fork crown race is sticking out so far. But I would still think it would work ok with the 3/16th BB's, but just not look correct.

So in summation I think you have an early thick fork crown race and a later lower frame race. Both are Record (Nuovo Record) and both should be 3/16th. The later thinner fork crown race is angled not rounded on the bottom.

That's the best I got.

Pista headsets don't have any lettering on either cup. The only obvious "CAMPAGNOLO" markings on it is the top of the locknut. The inner parts of the cups are marked CAMPAGNOLO but you can't see this when the part is installed.

So the cups you have are road cups, but it's hard to tell with the cones. If you have a bearing retainer of each size, see which one rides more closely to the middle of the race.

Your headset is designed for 3/16" ball bearings. The lower crown race looks later when they added some meat to it. the images showing assembled with the smaller ball bearings are incorrect.

Now, the upper race that you show indicates to me some damage. I would expect this headset to show indexing.

Aside from a new headset you could, assemble it with loose ball bearings, rotate the frame press in parts 120 degrees apart from original.
Try the small bearings loose in an effort to not index.

Buy a new headset.

By the way, Campagnolo states to make the final headset adjustment with the stem installed. I know, not easy to do, but obviously the stem and change the dimensions a bit after installation. I never did it that way, but the instructions said to do it that way in later sheets.

IIRC, victory headsets took 5/32 bearings.
