Help me identify this weird Cinelli stem

I picked this out of the bottom of a greasy box of BMX junk I bought ought of a guy's garage today. It is a barrellfull of quandaries...I don't think it's BMX, but in design it looks really old for a threadless stem, and the angle of rise looks weird for a road bike. Also, the stem itself has the Cinelli logo, but both bolts are Campy. Can anyone help?

It's a Cinelli MTB stem, but I don't know what model.

That is a stoker stem for a tandem.

Another vote for the tandem stem. What is the ID of each bore?

Sorry...'ID'? The bolts say 'Brev Campagnolo', if that's what you mean...
Edit: Interior Diameter, got it <stupid>. I'll check tomorrow, but the stoker idea makes sense.
