Inserting a road handlebar into a single bolt mtb quill stem

Is it impossible to use a 26.0m road handlebar with a 25.4m clamp single bolt stem? btw.. the clamp bolt screws into the stem body, so i cannot use the 'tighten against the penny' method. I cannot get the handebar bends past the clamp area.
Cos i have seen many pictures of old hi-rise mtb stems matched with road handlebars?

I'm going to say ... no. Better off getting a 25.4 handlebar, there must be plenty out there, I have one on mine =)
