That's an imaginative if not especially successful effort to conceal the fact that a fork has been badly bent in a front-end collision--rotate it 180 degrees and hope no one notices.
This is also the first time I've ever seen a bike described as "Jewish."

If you look behind the crankarm you'll see it is circumcised.

I just noticed that this photograph was taken at the East River State Park in Williamsburg, Brooklyn, a neighborhood which is home to the greatest number of Hasidic Jews outside of Israel. Coincidence? Maybe.
