I think it is an early Chorus. You need to see the shape of the QR to be sure.

I agree it looks like early Chorus or even Athena. I think other than the skewer (and then just the 'nut') the hubs were alot alike. it might even be Victory

yeah, it is the inside that is different, mostly. Harder races, higher grade balls, more finish work. And it looks like this one has been refinished, so that isn't definitive, here.
