Quick oxalic acid question

This is at my local Ace. Is it pure oxalic acid? If not, how much per gallon have you guys used? I read through the label and there wasn't a listed concentration or something that stated it was pure. I'm assuming it is....from shaking it, it seems like a crystallized form. I don't want to order from ebay if i don't have to. If it is pure, its about a teaspoon per gallon for a .2% concentration correct?

Im spraying framesaver inside the tubes after, but it seems to me like a spray can wouldn't really coat the whole inside of the tubes....do i just spray a ton of it in there? any tips?

Does the outside of the frame need to be neutralized w/ just water? a quick spray down? the frame is completely stripped of paint, so it will be off to an autobody guy for paint and primer after.
