French thread pedals on 600 crank?

I just picked up a 1979 or so Gitane (Vitus 971 with a chrome 983 fork) that has Shimano 600 components. I know the BB is French threaded, as it's marked 35 x P1, so I am operating under the assumption that the headset is also French threaded. Despite this, I would still expect the cranks to be threaded for English pedals, however, in trying to put the GR9s with toe clips I use on my other bike, I couldn't get them to thread in, and the (English threaded) pedals they replaced couldn't fit either.

Did Shimano make these cranks for French pedals? The ones the bike came with are Japanese (Kyokuto).
