question regarding wheels

hey just quick question for anyone who can answer:

will 700x23C 700C road wheels fit 27x1 3/4 rims?
trying to replace some old rotten wheels on a bike im restoring - new to road bikes still.

You need 27 inch tires for 27 inch rims.

If you have 27 X 1 3/4" rims you better make sure they're not one of those goofy sized Schwinn rims.
