I can't tell for certain, but it looks like those may be campy dropouts? The seller claims it's a British frame with Reynolds tubing, though it seems to have been repainted and lost it's headbadge

I dunno... it doesn't quite look British to me. The lugs are pretty Bocama looking which would be more typical of a French frame. And if those are Campy drops, somebody really did a number on 'em. I was gonna say "Japanese", but the headset looks too "Continental/UK" for that.
Just had an epiphany: the seatstay treatment says "Early 80's Raleigh USA (Huffy era)" to me, and the other details, especially the fork crown, are consistent with that.
THat's my $0.02...

the campy dropouts were just a guess of mine. I could well have been fooled by the paint around the edges.

shucks. in either case, with the repainting and lack of headbadge/decals, I don't think it's worth the $60.
