Laprade seatpost tilt adjustment?

Laprade seatpost tilt adjustment?
I'm building up a '87 Trek Elance 400D for a buddy to ride in the MS150 this fall. It has what appears to be the original SR Laprade P5-E seatpost but I'm suspicious of the two top pieces, which appear to have been taken from a different seatpost. In any case, there doesn't appear to be much, if any, ability to adjust the front-to-back tilt of the saddle with this arrangement.
I found this post but if that's the same model of seatpost then mine is incomplete. Does that look like the case here?

Ahhhh... bottom piece was stuck in place, quick tap with a mallet popped it out. Makes much more sense now. Thanks Grand Bois.

The Laprade came in two flavors...the nicer all aluminum model, where the shell halves are cast aluminum, and the one you have which use stamped steel halves. The pics look like it's complete.
