Sunrace Downtube Shifters- Friction Mode?

I tried this question in the mechanics forum and got no responses, so figured this forum may be more appropriate for a downtube shifter question. The Sunrace indexed clamp on downtube shifters, can they be switched to friction? If so, how is it done?

The SunRace SLR03 DT shifters are friction both front and rear.
