Help me build a 'Rand

As many know from a recent thread, I've been in a serious hump. And while I have two other bikes to complete (a Burley Duet and Rapido 3-speed) I really want a fast-ish bike with fenders. And I also think building a new bike will be a good thing. I'd really like to go with modern components, but I'm totally not against going old-school with Suntour bar-cons. This'll be in the future a little while, the tandem takes precedence over any other bike builds, but I still want some help planning stuff. Here's a list of what I want...
55-57cm frame with forged dropouts (vertical preferably but definitely not a deal breaker)
Needs fender eyelets obviously.
700c wheels.
Canti's would be okay, but not a necessity.
I want it to be sporty, and yes wheels make the biggest part of that, but meh. I'd like a Raleigh International or Competition as the early ones meet most of my criteria, a PX-10 would also be good too. But those are the obvious and expensive choices. And I'd rather not have to spend $4-500 on the frame. Mainly right now I'm just looking for suggestions on frames (like a Trek, Fuji, or something. Country of origin doesn't matter), maybe some components. Heck, if some of you want to build a spec sheet go for it, I've done it numerous times with different builds that likely won't happen.
