3t TdF bars and suitable quill stem

Hi.

I'm looking at some 3t Tour de France bars that have a stated clamp area of 25.8mm. Is this effectively for use with a 26mm clamp?

I'll be using them with a 26mm clamp quill stem (possibly Nitto - or Cinelli XE if I can find one).
