What is this stuff??...How do I get it off???

I don't know what happens to common items after repeated exposure to hot, cold, wet, dry, cleaners, pressure, etc. I think this used to be many layers of electrical tape, but now it is a new element. It's still pliable but extremely stiff. Any ideas for a removal method that will be as kind as possible to the paint?

I'd try "Goo Gone" . It's pretty good for removing any kind of mastic.

It looks like rubber that someone had under a clamp, probably for a rack. +3 for the hair dryer or goo gone.

Here is how I remove stickers and sticky stuff from a frame set.
