Looks like an antique freewheel, not a cassette.

Looks like the park splined regina tool won't work for that. It looks similar to the bmx/suntour prong but I doubt they'd line up correctly.

You'll probably need to look into destructive freewheel removal for that one if you want to use something else on the wheel.
