"Extra Special Guaranteed Tullio Tubing!" I would normally expect just the regular "Special Guaranteed Tullio Tubing" at that price point.
I don't see anything at first glance, but I'd definitely try to talk the guy down. |

I think that's a Gran Prix model, and the Tullio tubing is very likely Hi-Ten. Doesn't do anything for me personally, but that's what makes the world such a diverse and interesting place.

The price is right. If it's light, fits you, and rides well, is in good condition, buy it. The condition looks good from here.
It's a mid-level frankenbike. Definitely a useful bike, and probably an enjoyable one. Looks nice, too. |
You could talk him down at least for the cost of a new freewheel/chain. Yuck!
