I can't find any information on this. I can only find info. on Grand Velo 2000 and 3000.
Is it maybe an import?
The seller says there's a Shimano 600 crank on it, but didn't say anything else about it.

Is that a triple butted tubing bike with Shimano 600 components? Shimano crank would put it on the same level as the 700. 400 to 700 stuffs come with identical triple butted tubing. Better components are added as you move up the line. That frame design looks very similar to my 400. Perhaps that 1000 is the international equivalent of US Grand Velo, minus the Dura Ace or Suntour Superbe.
Grand Velo 2000 has white/red frame.
