Where is the Serial # on a '71 Raleigh Sports step-through?

Where is the Serial # on a '71 Raleigh Sports step-through?
I just picked one up this weekend and I've got it stripped down to the frame and cleaned up and I can't for the life of me find the # anywhere. On the Men's frame it is on the seat-lug where the top-tube is. There is no top-tube and no # there or anywhere else.
I'm stumped. Is it possible some bikes slipped out without any number?
I've looked everywhere -all the lugs, the dropouts, the BB, and even up and down all the tubes. Nothing.

That said, I overhauled a Lady's Triumph from the late '60s-early '70s, and I couldn't find a serial, either. I gave it to my sister-in-law.

I just did a thorough Scratch-X-ing of the frame and there is no Serial # anywhere on it unless it is under the LBS sticker that is just above the BB on the bottom/front of the seat tube.

OMG! Found it. I've never seen a serial so buried under paint. The drunk hacks who stamped this frame should be eternally embarrassed and Raleigh should be rightfully ashamed that they let bikes out with what is essentially no serial number. There is NO WAY anyone who wasn't familiar with these bikes, had access to Kurt's site (or even knew about it) and was incredibly patient with a 30x magnifier would even be able to see there was a serial number there, much less be able to read it and puzzle out what each digit actually is.
I'm not amused.
I think I got it though -what little use it is since nobody else but a serious Raleighphile would ever be able to find it. This serial is pretty much totally worthless in ever recovering the bike.

You gonna eat that?
The most I've ever found on my DL-1 is "427" on the bottom bracket. Doesn't match up with anything. One theory is that it was build to verify tooling at the beginning of a model year, which kind of jives with its 65 12 hub date.

Right where Kurt said it was under the section called "1970-1972/3 Seat Lug and Dropout Serial Systems". It's just that when you first look at it you would never believe it was there until you held it in the light just right and moved it so you can kind of see there might be a shape under that paint...
Just realized I have the wrong photo up there for one serial system. Going to fix that now.
Late 1973-on only.
