Looks like a Sugino "Maxy" chainring.

You could incorporate into a bowler hat, and use it like "Odd Job" from the Bond movies.....

I see rings that look like that at the co-ops frequently but don't recall seeing one on a crank

The finish, as much as can be seen in a pic, says Sugino to me as well.

I've seen pics of a more modern Campy 3-pin crankset with a ring like that on it. Velobase I think. Looks very similar to the inner ring on my Stronglight TS but the size of the bolt hole and the too-small BCD obviates that choice. I say, Campy.

Ah, Maxy; my first alloy cranks as a kid and so flexy (rhymes!) I discarded the inner ring (hey, maybe this one is mine! I do NOT want it back) and I've ridden off/on single chainring since.

Semi-OT: Had a devil of a time installing it, trying to remember what bike (my 1971 Gitane?); at my elder brother's late one evening, even he gave up. rather than drive me home, he loaned me something to ride home the 10 mile: his cheapie track bike for use on rollers (remember: at night, no lights or brakes, I'm 17 years old). Well, maybe not so late after all for a teenager, so I gathered up some friends to show off my first fixed-gear expereince. Somehow in the wee hours ended up at a tennis court, I rode circuits around the courts while friends tried to hit me with a Nerf football. You guessed it, tragedy -- the ball hit the ground right under the front wheel which slid sideways as the ball compressed under it, and sprung the front wheel badly when it hit pavement again. He hasn't loaned me a bike (or anything else) in the 38 years since. I remember that but not why the Maxy gave us so much grief, it certainly wasn't the bolt circle.
