Rust Bucket Stingray Problems! Help PLease!
 
I almost have the bike disassembled but the screw on the chain guard just strips, The screw that holds the front fender wont budge, and the handlebars won't come off. obviously this is my first project so any help is much appreciated.

I really just need to get this stingray ready for paint.

Get a can of PB Blaster - Apply liberally. Give it some time to wick into the joint and tap it from time to time.
It will probably loosen things up.

This applies whether you are referring to the bolt that holds the stem in the steerer, or the binder bolt that secures the bars at their center.

As for the stripped screw, it sounds like you have to drill it out re-tap the hole for a next size larger screw.
If it is not a blind hole you might get a nut on it.
