As far as I can tell the Laprade 26.8mm post is original to the frame. I have noticed that the binder collar posts are no longer even. As the binder bolt is Campagnolo style, it's not really affecting clamping pressure. I've never had the post slip.

What I'm wondering is if the frame originally took a 27mm post and someone cranked the binder down to fit. Is this plausible?

that's very likely. i have two shogun 1000s with the same frame size; one of them has a post that's .2 mm smaller than the other one. they both fit...it's just a matter of how tight. i suggest bringing it to a shop that has one of those park seat post measuring tools...for good measure. ha.
