All the Specialized bikes I've had (Crossroads hybrid, Rockhopper, Stumpjumper) had a reinforcement collar at the top of the seat tube. I don't know if that's enough of a sample to rule that brand out, but it might help...

It's not an mtb. Cantilever brakes line up with 700c's, not 26'' wheels.
Fork steerer is stamped Tange made in China.

Giant? Possibly one of their sport/tour bikes from the late 80's. Or it may have been built by Giant for someone else.

Well either way, it's going to end up in the "frame doesn't fit, pass around" thread. It definitely feels solid as heck. It's just too small.

Late Eighties welded frames had it. The earlier lugged ones didn't. Still it does look kind of like a Specialized. Is there a serial number anywhere?

I checked my late 80's Giant Excursion, it has a seat post collar. But they didn't use that on all of their bikes, I also have a late 80's Giant MTB that does not.

All of mine were early 90's bikes, it wouldn't surprise me that they changed this detail from year to year. One thing I can't see in realestvin7's photos - is the steerer threaded?

It's higher quality than that. Maybe even powder coat. It's a pro job for sure.

This is a 1990 Fuji Monterrey that I had, but sold. 700c, cantis, and shifters on the bars. RDR hanger was not a claw type. Cromoly frame, but "lugged".. I think yours might be the same level/era of bike, but from a different manufacturer.
