What to do with a Schwinn World?

I recently got a World it's the first bike that I'm trying to restore although I'm not sure if it's more efficient/worth it to clean and replace everything or just make it a fixed gear for short commuting.

Everything has rust including the chromed parts and I'm pretty sure the fork isn't original either, it is a different color and is chromed unlike the frame. Any advice is appreciated.

If the bike is all rusty and you can't clean it up easily with a Brillo pad, then do whatever you want with it. It isn't worth much as a collectible. Ride it as-is. Turn it into a fixie. Repaint it. Whatever. You can't go wrong.

I've easily cleaned up the frame, handlebars, and fork of rust with a dry wall sanding block and WD40'd the heck out of the rusted gears and chain at work yesterday and it just needs working hubs, cables, and brake pads. All in all it's still solid so I'll probably keep it for crappy weather.
