1) Replacement bulb could be wrong or defective. Check both lamps with a test lamp or ohmeter to see if filament has failed. Verify replacement lamp is correct.
2) You may have multiple problems such as a bad lamp socket, loose or broken wiring, poor electrical contact due to corrosion.
3) I'm assuming power is furnished via a generator. Using a voltmeter measure the output of the generator.
4) Go online and search for trouble shooting procedures for your system.

Somewhere on the internet --I believe it is on Tony Hadland's site-- there's complete scans of a 1956 Sturmey Archer service manual. It includes wiring diagrams for dynuhub-powered Sturmey ARcher lamps like what's on your Superbe, even if it's later than 1956.
Also, I understand the Sturmey Archer lamps use a different bulb than sidewall generator lamps; they have the same screw base, so they look like they'll fit, but you get far from optimal lighting. I recently saw an ebay seller that had tons of Sturmey Archer bulbs; but there must be other sources on the web as well.
The best solution, if you ask me, is to lose the internals of the lamps and replace them with LED's. I've got pretty good at this despite knowing nothing about electronics and being pretty clumsy with a soldering iron. I tried to describe how to do this in a recent post on my "Fothergill" thread.

check the little metal tab at the bottom/back of the socket, make sure it contacts the bulb

What rhm said. Dynohubs are a bit low on the output, some(mine) more so than others. The LEDs don't take near as much juice to run as an incandescent or halogen bulb and, in most cases, put out more light.
