skipping over gear (video included)

I am trying to get an old Super sport tuned up for my brother to commute on. (thanks again to big chainring for the bike). having problems shifting into the middle cog from smaller cogs. no problems shifting into it from larger ones. took a video of the issue, any advice greatly appreciated

I'm not expert on this matter, but since we don't have an expert reply yet, I'll shoot. I'd try to get the jockey wheel to ride closer to the cogs. See 'B-Tension Adjustment' here ( https://www.sheldonbrown.com/derailer-adjustment.html ). Try a different derailleur if necessary; I bet the SunTour shown is not original. SunTours are good, but maybe yours is not good for this application. If getting the jockey wheel closer doesn't do it, a twist-tooth freewheel and chain with shaped side plates might help. I have a ~1980 Le Tour & hard to hit 4th gear, similar issue. Mine has the original derailleur. Shifting just wasn't as good back then, but should certainly be better than in your video.
