I've heard of a Proctor Townsend. The subject is close to my heart since it's my last name. I'd love to pick up a labeled frame in my size. I understand they are decent lugged steel.

I'm not sure this is a proctor, the manufacturer is definitely Townsend and its labelled up 'made in England' . Here's the seller's picture:
The bike seems to have a mix of component quality... the stem and bars are itm, the brake levers and calipers are all formos and it was too dark last night to start scraping crud off gears to look!
