1999 Bianchi Brava frame: worth cleaning and building up?

1999 Bianchi Brava frame: worth cleaning and building up?
I came across a Bianchi Brava frame that the LBS was tossing because they could not separate the stem from the steering tube. I took it, and over two days with liberal use of PB Blaster and a little heat from a blowtorch, I was able to get the stem out. It seems to be a touring frame, judging by the twin front fork eyelets and the braze-on fittings on the outer edges of the fork blades and the seat stays. I can't find much information about it online, but my best guess is that it is a 1999.
Is the Brava a good rider, and is it worth building up? I don't have the original equipment, but I can put together some Shimano 600 wheels and other equipment that will work well enough. But before I take the trouble to clean up the frame's rust spots and tackle the bottom bracket, I'd like the opinion of Those Who Know as to whether this frame merits the attention.
