That is a lovely tandem. Great color. I like those brazed-on racks. Don't see them anywhere except on Belgian touring bikes.

Actually, it's Japanese. The frames were made by Miyata, saddles by Ariake, stems and seat posts by SR and contained everything Shimano had to offer (Koga was the local Shimano importer too). Only rims and tires were sourced in Europe AFIK. Only assembly and - especially - marketing & sales took place in Holland.
Having said that, Koga Miyata's were (and still are) top notch bikes. There were no low end models. They were either pretty expensive, very expensive or ridiculously expensive. From personal experience I can say that thirty-year old Koga's are generally in better shape than anything French, Belgian or Italian of that vintage.

He! In contrast to the K-M, I can say that my Bertin really is so French that it actually is Belgian. The Belgian branch of the family was producing bikes very different from Andre's, but used the Bertin name under license.

I think you are confused. EM rode on a lot of bikes, built in a lot of countries, this thread is about Belgian bikes so it is referencing Belgian EM bikes.
Koga-Miyata IS a Dutch bicycle company, so your comparison is wacky. It is like saying Specialized or Trek is a Chinese company because their bikes are built there.

Let's not get carried away, guys. As the OP I rule that it's OK to stray across the Belgian borders every once in a while, just to find out what's what.
Just as many bikes with Belgian brand names on them were not made in Belgium, many a Dutch bike was actually made in Belgium (Jan Janssen, Jan de Reus and Jan Groot all had frames made in Belgium). Confusing? Well, Belgium is a very charming, but also bit of a confusing country.
