Weld/blend/drill/tap suggestion from Andycapp sounds to be the first viable solution, but you need to be careful of the bonded DO joint with the chainstay. You'll need a way to isolate/pull the heat from the area to be welded so yo udo not c=damage the bond or the chainstay tube. I'm sure a good aluminum welder would know how to do this, but it might take some searching and a bit of money to get it all fixed. Machining a new DO with hanger is great if someone can/will do it for you.
Worse come to worse I guess you can grind off the rest of the hanger and turn the bike into a FG/SS.

So, if the main problem is just that the hangar part of the dropout is hosed, and the DO is otherwise OK, couldn't a shop just stub off the old hangar, cut a new one so that it replaces the removed part, bond it on with epoxy, and paint? I mean, derailleur hangars don't absorb really powerful forces, do they? (er, except when derailleur goes into the spokes).

The other thing I really, really like about the claw derailleur hanger, is that it does not involve any permanent change to your bike. No drilling, no grinding, no welding, no JB weld, etc. If and when you discover a better, permanent fix, just pull the claw hanger off.
