Can anyone tell me about a Ross Europa?

I have very little knowledge about bikes and even less about the Ross brand. I'm just looking for something to ride around school with, would this be a good deal: https://chicago.craigslist.org/chc/bik/2642250195.html

What he said. There are some really nice Rosses; that's not one of them. Probably servicable, except...And the fork definitely looks bent. Ordinarily, I'd say offer 50-75$ and if not taken, walk away. With the fork, I'd say offer 0$.

I wouldnt offer a dime for such a clunky bike with obvious damage. There's way better better deals out there, and I'm not talking about waiting around forever for a garage sale "steal".
