I need help knows what kind of frame this is

Hello BikeForum, I have joined to learn what kind of frame I have. The blue one was my first bike back in 2002, it was thrown in the trash after I moved. I left in the house the the new owner threw it away. I found the primered one and I think its the same frame just has a top bar on the frame. If anyone knows what company made this please help me out. Ive been hunting and keep getting pointed to Ross Barracuda

The headset bearing cups size is 40mm (my first one had the headset off a GT I picked up from a local bicycle shop)
No serial number at all
As you can see I had one when I was a lot younger so I know its no custom, also I live in Cleveland, Ohio and the person I with the second frame I just bought was from Bethlehem, PA. I am unsure if it might just be a northeast production.

I would head over to the forums at Rat Rod Bikes or The CABE and see if someone over there has information. That is a style of bike that is more likely to get an audience over there.

Nonetheless, that is a pretty cool frame atmo! It'll be neat to see it built up.
