Rear rack and original strap questions

I have this rack kicking around for a while and recently found something to install it on. I noticed the tab on the rear of the rack and it had me thinking it was for the original straps. Are there any creative solutions other bungee cords?

I would have guessed that little attachment was meant for a reflector. Maybe not. Does it move? Or is it fixed in place?
Doesn't look like it was designed for strap attachment to me but .....
Maybe a stud and nut in the bottom of the rear bag ????

yeah cool rack. that tab is probably bent up and should be perpendicular for a reflector.

I'm also pretty sure that's for a reflector.
