Did any one make a Schwinn type Stingray Fastback bike that used 26" rims and tires:)?
Did Schwinn ?

I don't think so, but one could probably make a 24" wheeled one, or maybe Schwinn did, the Manta Ray?

Yes, Schwinn did make the 24" Manta Ray, I thought it was kind of awkward looking.
