Which material is stronger depends on the design. To the best of my knowledge, steel only comes in in the open, U-shape design. You can get aluminum rims in a box section design, which is much stronger and more resistant to coming out of true and round. If you want strength and weight, go with an aluminum, box section rim, with a cheap, heavy tire and puncture resistant tube.
