I had dyslexia and read the title as "V W." I don't have anything else to add. Carry on. :innocent:

Sometimes "WV" is just "WV".

As for the bicycle, maybe a WolksVagon. |
Maybe I'm just slow and you knew this before asking, but...the decal looks like a late addition -- maybe the initials of the same person who re-did the paint, cranks, rims, and brake levers? The frame looks like a Peugeot to me (though I could be way wrong about that).

All these can provide some clues, perhaps narrowing it down to at least the nation of manufacture, or perhaps only telling us how good the frame is. But to my eyes, it looks like a decent frame. Also, what size are the tires? It looks like it can fit whoppers |

GOING OFF THE TOP OF MY HEAD.. oops caps lock... I recall it being some sort of hi-ten tubing, its nothing too special although the bike is surprisingly light, 20-25 lbs maybe.
I dont' think its been repainted, i don't know who'd care to put the hi-ten tubing sticker back on after a repaint. I had though that the heatube decals could be someones initials, but couldn't convince myself of it. Aside from the lower grade tubes it does seem to be nicely put together, the headlugs, as you can see are quite clean. The fork crown does look peugeot to me... Oh and it can fit some big tires, no doubt... |
Those head lugs have the look of fakes to me. I had a Miyata 210 mixte, where I thought the work looked really nice.... turned out the head lugs were not real in the usual sense. Look at the difference in thickness between the fork crown and the head lugs.

i do see, so you think its like a 1 piece forged headtube or something?

The serial number may give us a clue to the frame's origin. |
