rust treatment
 
Picked up a very nice 531 competition frameset---has had a hard life ,lots of scratches,one handlebar swing ding,superficial rust
I really just want to ride it,--the decals,shop stickers etc could not be replaced,so I would just like to treat the superficial rust in the scratches and perhaps blow a coat of clear over it to seal it all.
My question--is there a rust converter that won't damage the paint
Most rust treatments I have used seem to dull the surrounding paintwork by the time the rust is "converted"

Oxalic acid is a popular chose around here. There are many threads on the subject.

Also, white vinegar works good for treating rust spots. Soak a rag in vinegar, put it on the rust spot. Then cover it with plastic wrap and let it sit a couple of days. Another thing I've done is used a dremel tool with a tiny wire wheel to clean rust off spots.
