Looks like it has wrap-around stays, which was a common raleigh thing. I'd also grab it for 50 bones.

I'd inspect it very carefully for rust holes or carcks.

Frames that get sold with parts stripped off need an extra-careful inspection imo, in part because they can't be test-ridden but also because it might be retired for reasons of not-so-obvious defect or even stolen.

Best case would be the case where a good bike was parted out because it was the wrong size, or because a better frame need a desireable vintage gruppo.

Repainted 70's Falcon with an 80's fork?

It's those brake cable thingys on top of the top tube that make me think it isn't a Raleigh. I'm gonna ask him if it's got a serial number.

Something about that frame smells like it's hung. Still, no reason to not look at it.

I'm curious about your bike. Is there a serial number on it anywhere? Was there any chrome on the fork or the rear dropouts? Are there any markings on the headset or bottom bracket cups?

George is an honest and nice seller, but his inventory is generally pretty rough. I think I've bought three bikes from him and in hindsight, should have only bought one. C'est la vie!

Motobecane? I know a few Grand Jubilee's had those wrap around stays. Don't know about Campy drops though.
