Identification of a ?1930's ?German ladies bike

If any experts on pre-war french/german bikes could help me identify what I think is a 1930's German bike, I'd be very grateful. It was bought by my parents from an old lady in Alsace, France in 1971 and used regularly until the late 80's, when it was stored in a garage, where unfortunately it has been rusting since then.

From the photos I've put online, can you shed any light on possible dates or origin? It has a torpedo rear hub, a distinctive rear light, blue painted rims with an odd spoke holing. The rims originally had non-beaded (canvas overlap) tyres on it (I can remember fixing them as a child) and don't work too well with modern tyres. As far as I can tell, there are no maker's mark or numbers on the frame at all.

I see french components on the bike- what does it say on the hubs?
I strongly think it is french-

do a google search under "waffenrad" or "waffenrad französisch"
