French juniors: ETRTO 520 or 540?

French juniors: ETRTO 520 or 540?

Got two late 70's "24x1 3/8" sized kids bikes for my two oldest boys: a Motobecane "Junior Sprint" and a Peugeot (no model type but same size wheels). Are these ETRTO 520's or 540's ? They have what look to be the original tires (Hutchinson) but they'e marked 24 x 1 3/8 which according to Sheldon could be either.
