QUICK. Mystery frame ID?

I grabbed this at a swap meet earlier this year to scavenge a few parts off of. It's way to small for me and had thought about building a SS to flip cheap. Now I'm just purging some crap, so as soon as I strip the parts off it I'll be taking it out to donate at the co-op. I'm sure it's nothing special... but might as well check with you guys. Seems to be made for 27" wheels as the brake reach is quite long for a 700c. The only thing that looks kind of distinctive is the band on shifter stop on the underside of the down tube and maybe the head tube lug(S).
