Tange tubing in its raw state has for whatever reason the brightest finish of all the three tubing makers of the day, Reynolds or Columbus. Perimeter wire brush looking marks are what came out of the box. I have some sets of each.

I've just build my pro-strada. I almost finished it. At the last minute I broke the bolt on frame that hold the seat post. I'm looking for a new one, it cost 20 bucks and few days shipping.

You can probably find a generic bolt at your local bike shop. You might have to file off the tang on the head of the bolt, but it's quite possible it will work fine while you await a perfect replacement.
