Dying seat lug...

The seat lug on my 1980 Lotus Elan is kinda dying... the part where the pinch bolt goes in is fairly worn out and I am afraid it might break or fail to adequately hold the seatpost eventually. Is there anything I can do to fix this? Is there anything wrong with putting a separate seatpost collar on it?

You got to have enough of a seattube extension above the seattube to fit a collar to begin with, and that concept is just the beginning.

I've got about a 4-5 mm lip above the top tube. Seen anything that would clear it?
