197?ish Staiger Jumbo Jet- from Germany those are FAT 16 x 2.125's Continental Extra Prima Cord Baloon tires.
Spokes and rims look mopedish.

Whoah! Neat bike! Perchance, could you please take some pictures from the drive side? Where did you come across this bike?

Drive side. Without the chainguard the bike would only weigh 51.5 lbs! I think the whole thing is Solingen Steel.
No cotter pin on driveside crank. I have no idea what holds it on but I'm thinking they didn't skip it to save weight!
