I apologize, but these are the only pictures he took with his phone. I'm guessing Record. Any idea what it is, or age?

I would guess that you are right about it being a Record, and would guess early-mid '70s.

I remember those extra-long Huret downtube levers -- great way to snap a cable when mated to that stiff Huret Allvit derailleur set. Yes, I think it's a Raleigh Record, or "Raleigh Ripoff," as we used to call them back in the day. :)

The headbadge is late 60s, like 67-70. The fork crown looks nicer than the Records I've seen but I haven't seen many that early.

How about the stem? That looks suspiciously like an AVA stem to me:
