The paint job is in surprisingly good shape esp. considering how bad the parts look. Others here know their Peugeots better than me but this is a high end bike as it has nice quality simplex dropouts and a high end forged stronglight crank. The parts mix is odd because it appears to be an older stronglight crank with what look to be newer Japanese parts. Better pics would help.

You think? The HS is rusted out badly as is the chain. Velo Orange has french threaded headsets (and BBs as well).

Yes, it could be a very late 1970s PX10. The first I'd be doing is verifying the seat post size. Let's hope you can remove it. A seat post that is missing the saddle and mounting clamps is usually not a very good sign.
